Creating Google Plus Page is as easy as ABC, you can even do that by clicking at your image section where you have the drop down botton at the right hand side of your Google Plus Profile. There are two ways in achieving this:
(1) One by clicking the the image section and
(2) By at the home section and held over to pages and follow the instruction therein. Let's get on...

How Do I Create Google Plus Page?

If you haven't signed up, you can now do so, but if you already have a Google Plus personal profile, you can just add a Page to your account. Choose the proper category that represents your Page as seen below, for this example Pages:
Then just enter your information, the name of your page, and link to your external website if you have one as seen below:
Complete the rest of the signup to create your Page, If you also already have a website you can also link to it when completing your sign up.
Now when you sign onto your Google Plus account, you can access your Page and switch between accounts by clicking on your profile photo in the top right corner:
What you will now need to do is to change your cover photo, update your Page's info, and start collecting fans! The cover page dimensions are huge, at 2120x1192 max., but will resize to fit different screen resolutions. Personally I think this huge header is ridiculous, but what can you do? For me, I still leaf the default image, haven't change mine yet, still designing it.
